The rebound effect (RE) is an unintended consequence of the introduction of new, more energy-efficient technology. It occurs when the reduction in energy consumption is less than that expected from the magnitude of the increase in energy efficiency. ‘Backfire’ is the extreme case, where energy consumption increases rather than reduces. RE and backfire are caused by behavioral and /or other systemic responses to efficiency gains in production or consumption. LEETOS aims at assessing and comparing the impact of energy efficiency on both production and household consumption in the EU economy
